Can't Choc Philly be HE + syns?

I was wondering why the new Choc Philadelphia has to be totally syn'd

Similar to Choc Weetabix (HEB + 2 syns), as it's Philly Light, couldn't 71g be HE + 1,2 or 3 syns???

I think it has to be synned cos the content is 51% choc or 49% choc something like that.

It will be something to do with the calcium content, with it being so high in choc you'd have to have too much of it to make it a HEA and it would make the added syns too much
