Cursed with hips

i am getting very frustrated with the fact I am dropping weight but am very limited to how low I can go clothes size wise. I am 5'3 and by this point should really be able to fit into a 12. The rest fits fine but I cannot get a pair which will do up round my hips! Rest fits fine. I am thinking of buying another high waisted pair as my current 14s are baggy round the waist but concerned they will just not make it over my hips. I do have more weight around my hips that will to but I would like to be able to not wear jeans which are too big because they won't do up over my hips
