It looks like the CAB are dealing with her debts for her instead of Penningtons who are just in it for the money - the CAB do take on the case or help with letters - I used to work for them some years ago as a money advice worker.
They usually factor in for you to have some sort of social life and will take into account cigarettes because they recognise that people won't stick to a payment plan which is so restrictive they are likely to fail.
I also wouldn't recommend lying to them as if the truth comes out they will refuse to act on your behalf - creditors are still at liberty to take you to court if you default although this is unlikely if the CAB are acting on your behalf - you may be asked for some proof if it did go to court and is it realy worth the stress?
