I think its the *******isation of 2 phrases.

"Och aye" - Oh yes
"the noo" - The now/currently.

I do use them separately from each other.

But aye, I think it is more a mickey thing like 'top of the morning' for Ireland or something like 'care for a spot of tea old chap' for England.
